Register as a number plate supplier in the UK.
You can apply to register with the Driver and Vehicle Licensing Agency (DVLA) by filling a V940. There is a registration fee of £40 covering administration services.

Once registered, your head office will be given a supplier identity number (SID) for the purpose of the register. Tennants UK will require this to be able to provide a made up service.
